Having a separate block that can be used as a tooltip is a more scalable solution. Tooltips may quickly exceed the just text format and start having icons, maybe buttons and so on.

Also, popper is a positioning library therefore it’s not limited to tooltips and can be used for any floating content.

While the directive is called tooltip it could handle even nested drop downs as it is generic
